Topic: City of Philadelphia - Capital Projects Process & Professional Consultants Services (Earns 1.0 PDH)

The Capital Projects Division (CPD) of the Department of Public Property is the City's implementation agency for the design and construction/renovation of City-owned buildings, public facilities and infrastructure, except for Streets Department, Water Department and Aviation Division of Commerce Department. The CPD works with the City Planning Commission and the Capital Budget Office of Finance Department in the creation of the annual capital budget and the six-year capital program for investing in City's facilities and infrastructure. The CPD assists in evaluating proposed capital projects in terms of needs, priorities, costs, and timetable for completion. The CPD oversees the engagement of professional consultants, the engineering and architectural functions, and is responsible for implementing the capital projects within the capital program approved by the City Council.

The capital program is financed by City general obligation bonds, self-sustaining revenue bonds (in the case of the International and Northeast Airports and the Water Department), matched in some cases by state and federal grants as well as private funding. 

Mr. Ruben David, P.E. has a degree in Bachelor of Science in Civil Engineering. He is a professional engineer and a notary public registered in Pennsylvania. He works as a Project Director in the Department of Public Property. He is an active volunteer in his professional field and in the community, civic and religious affairs. He was the President of the American Society of Civil Engineers, Philadelphia Section from 2002 to 2003 and the Past President of the Engineers’ Club of Philadelphia from 2006 to 2008. He is an Adjunct Associate Professor and a member of the Industrial Advisory Council at the College of Engineering, Temple University. He is a member of the Executive Committee of the Filipino-American Community Athletic Association.

He was a former member of the Mayor, Police Commissioner and District Attorney Office’s Advisory Council on Asian Affairs.
